Senior Executive Accountability Regime - Lessons Learned from the UK

In 2019 the Central Bank of Ireland formally recommended the introduction of an Individual Accountability Framework and enhancements to Fitness & Probity. These reforms will enable the regulator to hold individuals to account when issues occur in the business area for which they are responsible. They will also provide additional scrutiny in both the regulator’s and firms’ assessment of the ‘fitness and probity’ of individuals. SEAR will require firms to review and overhaul their senior management arrangements, governance and HR processes. 

While we are still waiting for legislation on SEAR, we are delighted to bring to you a webinar with 3 speakers who have gone through the UK's Individual Accountability Regime and will be providing attendees with what they have learned. Fiona King, EMEA Client Asset & Depositor Protection Oversight Officer at Citi; Lavinia Groves, Director, Regulatory and Governance Compliance Head, Citi; and Kathryn Gunyon, Business Manager for the EMEA Client Asset & Depositor Protection Office, Citi; will share their experiences of the UK IAR ahead of the introduction of the Senior Executive Accountability Regime in Ireland.

Fiona King is subject to the UK IAR regime and has been through the transition from past to present, so is able to provide us with some insight to the challenges and personal adjustments that were required. Lavinia Groves was responsible for preparing the Firm and the Compliance function for the operational and cultural changes that the regime required, and so can share her experiences with you. Kathryn Gunyon will provide information about the documentation that is maintained and some best practice observations.

Fiona King, EMEA Client Asset & Depositor Protection Oversight Officer at Citi
Fiona is the registered ‘Senior Manager’ for Client Asset Oversight in all the Citi legal vehicles operating under the UK’s Individual Accountability Regime. She heads-up the EMEA Client Asset & Depositor Protection Office which includes the Dublin Team who govern and oversee Citi Europe Plc a significant international bank with 23 branches across Europe. Fiona spent a significant amount of time as a UK regulator and has experience of the previous Registered Persons Regime and the designation of the ‘Significant Influence Function’ for Client Money Oversight before joining Citi where she holds the equivalent registration under the UK’s newly expanded senior management accountability regime.

Lavinia Groves, Director, Regulatory and Governance Compliance Head, Citi
Lavinia is a Director and Global Head of Regulatory Engagement Standards within Independent Compliance Risk Management (ICRM).  As a qualified accountant, Lavinia spent several years within the Financial Regulatory Reporting Group at Citi before moving to Compliance where her experience spans Product Advisory, Client Assets, more recently UK Senior Manager and Certification Regimes and Regulatory Engagement with both the Prudential Regulation Authority and the Financial Conduct Authority. 

Kathryn Gunyon, Business Manager for the EMEA Client Asset & Depositor Protection Office, Citi
Kathryn is the Business Manager for the EMEA Client Asset & Depositor Protection Office led by Fiona King. The UK regime places emphasis on the maintenance of accurate records to evidence how Senior Managers fulfil their designated role and responsibility. Kate is responsible for ensuring the governance requirements that the UK Senior Manager and Certification Regime require are effectively executed and recorded.
